This CIA informs that Montonero leader, Norberto Habegger, was executed in late November or early December 1978 by order of the Chief of the Counterintelligence Section of Argentine Army Intelligence Service (SIE). Habegger had been kidnapped in Brazil in July 1978 and secretly taken to Argentina.
This US State Department document reports on the case of the Argentine journalist, Norberto Habbeger who was disappeared in Rio de Janeiro in August 1978. According to a press source, Habbeger's wife believes that he was kidnapped by Argentine police, 'possibly with the help of Brazilian police'.

Este comunicado del Secretariado Internacional de Juristas por la Amnistía en Uruguay (SIJAU) da cuenta de la localización de dos niños uruguayos, Anatole y Victoria Julien Grisonas, que habían desaparecidos en Argentina en 1976 con sus padres y acaban de ser encontrados en Chile bajo otra identidad.
En este boletín de prensa, la ONG brasileña, CLAMOR anuncia la localización de los hermanos Anatole Boris y Eva Lucía Julien Grisonas en Chile. Los niños habían sido secuestrados en Buenos Aires en 1976 con sus padres.

The US Embassy in Paraguay reports to the US Secretary of State that members of the Argentine security forces were torturing and interrogating significant numbers of Argentine refugees in Paraguay. The Paraguayan Investigations Police have picked up at least 13 Argentine citizens since the beginning of August.
Este boletín de prensa de la asociación de derechos humanos brasileña CLAMOR menciona la localización de los hermanos uruguayos, Anatole y Victoria Julien Grisonas en Chile. Estima que por lo menos 100 menores se encuentran desaparecidos y pueden estar adoptados ilegalmente; ellos pueden estar adoptados en el exterior o tal vez hasta en su propio país. Delante de eso, CLAMOR está lanzando una campaña de ámbito mundial con la intención de que se descubra el destino de esas criaturas desaparecidas y recuerda que Anatole y Lucía Eva sólo fueron localizados después de una amplia cooperación entre entidades de Derechos Humanos, grupos de Iglesia, familiares, amigos, exilados políticos y prensa.

This cable from the US Embassy in Paraguay to the Secretary of State in Washington reports on the detention of Argentine citizens Enrique Osvaldo Landi and Ofelia Badie de Landi in Paraguay. The couple were tortured by two Argentine security officials assisted by the Paraguayan police and their three-year-old son was disappeared. The Embassy sources indicate that Uruguayan security forces were not involved in these activities and that the only Uruguayan citizens detained were spouses of some of the Argentine nationals.
Amnesty International discusses the news, reported initially by the Brazilian human rights group CLAMOR, that the Uruguayan children, Anatole and Victoria Eva Julien Grisonas had been located in Chile. Three years after their disappearance, the children were living with an adoptive family in Valparaiso. The document notes that, although the Julien children will remain in Chile, Maria Angelica Caceres de Julien (their grandmother) will have full access to them and the rights of the real family to the children have been permanently guaranteed. The reappearance of Anatole and Victoria Julien holds out hope for many other families in Argentina and Uruguay that now other missing children will also be traced, particularly Mariana Zaffaroni.

En este informe se relatan diferentes intentos de partes de agentes argentinos y brasileños para detener a dos mujeres argentinas en la ciudad fronteriza de Uruguaiana. Los nombres están tachados pero por las fechas y los lugares mencionados, se puede afirmar que se refieren a los casos de Cristina Fiori (cuyo nombre se cita sin tachaduras hacia el final del documento) y Margarita Mengol. Fiori fue efectivamente detenida en un operativo por agentes de la policía civil de Uruguaiana y un policía argentino el 17 de noviembre, mientras que Mengol, detenida el 27 de noviembre, pudo finalmente viajar a España, país de nacionalidad. El delegado de la policía en Uruguaiana, relata el informe, afirmó que había pruebas de que el operativo del 17 de noviembre era aparentemente "irregular". El informe no está firmado.

This memorandum addressed to the US Ambassador to Argentina reports on a meeting between the Regional Security Officer of the US Diplomatic Security Service and a member of the Argentine intelligence services. The Argentine intelligence agent revealed top secret information that the Argentine military intelligence (601 Battalion) had contacted their Brazilian military intelligence counterparts for permission to conduct a mission to arrest two Montoneros arriving from Mexico. Both of the Montoneros members were captured alive in Rio de Janeiro and returned to Argentina, where they were being detained at the Army's secret jail, Campo de Mayo.
This memorandum, addressed to the US Ambassador in Buenos Aires, was written by the Regional Security Officer (RSO) James Blystone and reports on a meeting the RSO had with a member of the Argentine Intelligence Service. The source stated that the 601 Battalion had, with the cooperation of the Peruvian military, picked up four Argentines in Lima, Peru. The four individuals are important members of the Montonero hierarchy. The four Argentines were being held in Peru and would later be expelled to Bolivia where they will be then sent to Argentina. Once in Argentina they will be interrogated and permanently disappeared.
This cable sent from the US Embassy in Peru to the US Secretary of State in Washington mentions a statement released by the Government of Peru regarding three Argentine Montoneros detained in Lima. The statement mentioned that the three Argentines had entered Peru illegally and were preparing subversive actions; for this reason, they were expelled to Bolivia following their arrest in Peru. The US Ambassador to Peru reports on the public outcry in Peru generated by this case involving Argentine security forces.
This document notes how quick media exposure foiled an attempt by Peruvian and Argentine security forces to secretly return to Argentina the Montoneros militants arrested in Peru.
The US Embassy in Peru informs the US Secretary of State of diplomatic communications between the Bolivian and Peruvian authorities regarding the Montoneros militants arrested in Lima, who were later expelled to Bolivia. The source of the information is the leftist newspaper "El Diario de Marka" and its editions dated 2 and 3 July, in which various Bolivian and Peruvian officials involved in this case are quoted.
In this telegram sent to the US Secretary of State, the US Ambassador to Peru discusses a conversation he had with the Peruvian Prime Minister, Richter Prada, regarding the case of the missing Argentine Montoneros detained in Peru and expelled to Bolivia. The Peruvian Prime Minister divulged that the three Argentines were 'legally expelled and delivered to a Bolivian immigration official in accordance with long-standing practice'. He also mentioned that the Bolivian military had probably turned the three Montoneros over to the Argentine military forces.
In this memorandum, a US government official flags the suspected involvement of the Argentine intelligence services in the case of three or four Montoneros who were arrested in Peru and expelled to Bolivia. The document highlights 'the intimate relationship between Argentine intelligence services and the intelligence services in Bolivia'.

La segunda parte es una nota fechada diciembre de 1980 con las observaciones del reclamante en el Caso 4529 (Celiberti y familia) que transmite una copia de la declaración jurada del ex soldado Hugo García Rivas prestada en Brasil en mayo de 1980. This CIA document discusses the principal leftist oriented human rights groups operating in Uruguay. These include, amongst others, the Peace and Justice Service, the Group of Family Members of the Disappeared, and the Secretariat of Lawyers for Amnesty in Uruguay. These groups are devoted to exposing human rights crimes committed during military rule and bringing those guilty to justice.
This CIA report provides background information on the August 1976 disappearance of two staff members of the Cuban Embassy. The abduction operation was conducted by SIDE personnel led by Aníbal Gordon. The two men were held in the ‘Automotores Orletti’ secret jail and tortured for 48 hours. They were later killed and their bodies dumped in the Paraná river.
