The US Embassy in Paraguay reports to the US Secretary of State that members of the Argentine security forces were torturing and interrogating significant numbers of Argentine refugees in Paraguay. The Paraguayan Investigations Police have picked up at least 13 Argentine citizens since the beginning of August.
