According to the document, the two Cuban diplomats were allegedly picked up and later killed by the Argentine State Intelligence Secretariat (SIDE) for their involvement with the Argentine People’s Revolutionary Army (ERP).

This CIA report provides background information on the August 1976 disappearance of two staff members of the Cuban Embassy. The abduction operation was conducted by SIDE personnel led by Aníbal Gordon. The two men were held in the ‘Automotores Orletti’ secret jail and tortured for 48 hours. They were later killed and their bodies dumped in the Paraná river.

This CIA informs that Montonero leader, Norberto Habegger, was executed in late November or early December 1978 by order of the Chief of the Counterintelligence Section of Argentine Army Intelligence Service (SIE). Habegger had been kidnapped in Brazil in July 1978 and secretly taken to Argentina.
