Text of the agreement by Condor countries regulating their operations against subversive targets is dated September 1976, entitled "Teseo Regulation, Operations Center,” which was distributed by the CIA in August 1977. It provides general guidelines for the overall planning of those operations to be undertaken, a staffing outline, financing, logistics, a selection of targets, communication and liaison, training and compartmentation and an end summary.

The CIA reports that the intelligence services of Argentina, Chile and Uruguay were preparing specially trained teams to mount offensive operations beyond their borders. The FBI emphasises that it will need to take precautions to ensure that it does not become associated with such activity.

Arrest by Argentine authorities of 30 Uruguayan subversives. Among those captured was Margarita Michelini, daughter of the Uruguayan Senator Zelmar Michelini who was assassinated as part of Operation Condor.

Following the assassination of the former Chilean Ambassador to the US, Orlando Letelier, the CIA postulates that Condor countries may be undertaking joint offensive actions on US soil. The CIA had distributed background information on Operation Condor to the State Department and FBI.

During a Condor conference held in Santiago, in late May 1976, the Condor members proposed the establishment of a special unit codenamed “Teseo” to carry out physical attacks against members and supporters of the JCR. Bolivia later declined to participate in Teseo.

Activities of Operation Condor outside of Condor countries. The document claims that the assassination of the former Chilean Ambassador to the US, Orlando Letelier, had shown the Condor countries that political assassinations of ‘extremists’ abroad had detrimental effects on Condor countries. It warns that such future activities would result in retaliatory measures by the US against the accused country.

Confirmation that the then Director of the Argentine State Secretariat for Intelligence (SIDE), General Carlos Enrique Laidlaw, had been named the new Chief for Operation Condor at the last meeting of Condor representatives in Buenos Aires. The document also reveals the psychological warfare conducted by Operation Condor through the media of member countries.

The communication recounts a meeting of Operation Condor member countries held from 31st May to 2nd June 1976 in Argentina. The security services agreed upon two forms of cooperation: intelligence sharing and covert operations against the Revolutionary Coordinating Junta (JCR) and other guerrilla groups.

Comments by a senior Bolivian official on the “Condor” program. The Bolivian official claimed that special teams were being organised to pursue JCR targets in France and that later similar targets in other countries would be pursued.

Belief of Cuban commercial officers in Buenos Aires that the Argentine government was responsible for the kidnapping of two Cubans on 9th August 1976. The two Cubans were allegedly picked up and later killed by the Argentine State Intelligence Secretariat (SIDE) for their involvement with the Argentine People’s Revolutionary Army (ERP).

This CIA document reports on a Condor meeting which took place from 31st May to 2nd June 1976. It is announced that a centralised database will be created.

The Argentine State Intelligence Service (SIDE) invited the Peruvian National Intelligence Service (SIN) to join the “Condor” group, subject to the approval of the other member countries. SIN agreed to a SIDE request to attempt to locate Argentine exiles in Peru.

This document contains three messages from the CIA. The first contains intelligence regarding the crossborder travel of agents from Condor member countries to support countersubversive operations in Argentina. The second and third documents examine the activities and reorganisation of the Montoneros guerrilla movement in Argentina.

Se informa que, entre el 16 y 20 de diciembre de 1977, se habría realizado una reunión en la ciudad de Santos (SP) de integrantes de Montoneros, para discutir las operaciones a realizarse durante la Copa del Mundo en Argentina. La organización de Montoneros va a intensificar sus operaciones durante la Copa del Mundo, con el objetivo de interferir las transmisiones de radio y televisión para transmitir mensajes contra el gobierno argentino.
