This Department of State document reports on the expansion of Condor's operations to Western Europe. Chile, Uruguay, and Argentina are allegedly the only member countries to have carried out plans for Western European operations and all assassination plans had reportedly been dropped by late 1976.  Brazil's dwindling attendance to Condor meetings and the potential entry of Peru are also mentioned.
