In this Department of State cable, the US Ambassador to Paraguay reports on his second meeting with the Paraguayan Chief of Staff General Alejandro Fretes Davalos. During the meeting, Fretes Davalos affirmed that Argentina, Brazil, Bolivia, Chile, Paraguay, and Uruguay used to regularly meet to tackle the threat of subversion, but that these meetings are no longer particularly useful anymore. Fretes Davalos also affirmed that these countries kept regularly in touch through a US communications installation in the Panama Canal zone, which covers the whole of Latin America, by using bilateral codes.
