This document contains a long telegram from the US Embassy in Buenos Aires to the State Department. Amongst other things, UNHCR officials informed the US Embassy that more than 20 Uruguayan refugees were allegedly being held in an abandoned police facility in Quilmes (Argentina). The UNHCR source also said that interrogations were being conducted by people with "Uruguayan accents."
